Don't push the gems to rubygems manually anymore

We are going to do in the GithUb action.

This version is already updated in the railties framework.

The version.rb file in the root was never used.

We aren't using it.

We aren't using it anymore because the pre releases aren't
being released before finals anymore in the stable branches.

This allow us to inspect the changes before committing them.

It isn't needed since c96139af.
